DESCRIPTION

AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers and the Association of Local Government Auditors, is pleased to announce a new and increasingly important topic to our audio conference schedule—ethical dilemmas in the work environment.

This audio conference will be somewhat different from past ethics programs. The speaker will discuss ethics in the workplace and will explain the thinking and understanding elements of ethical behavior. Real examples will be used as well as describing the differences between being ethical and legal. Other topics will include organizational tone with examples from the top of organizations, risk taking, the need for written policies, the requirement for uniform enforcement, and other requirements of the Federal code of ethics.

During the presentation, the speaker will answer your questions, submitted in advance of the program, and will provide guidance in various ethical situations. To accomplish this in an audio conference environment, participants are asked to submit written questions to Raymond Harris, CGFM at rharris@agacgfm.org by May 4 to give the speaker sufficient time to incorporate them into his presentation. This should make it a lively session which you should find helpful.

Leon has 19 years of experience in presenting courses on leadership, management, and communication topics.

He is a speaker, a teacher, and a consultant who has developed a reputation for his strong facilitation skills and his expertise in what he does. He delivers the message with humor and relevance. Leon has been conducting Ethics training for the federal government for several years and has done Ethics presentations at conferences. He spoke on Ethics at the AGA PDC conference in Orlando in July and on an audio conference in September 2005.

Professional Experience

Leon is an Associate Professor (adjunct) at the University of Maryland University College where he teaches and evaluates in the Experiential Learning Program and Behavioral and Social Sciences.

He conducts training in various areas of leadership. Among them are: communications, negotiations, conflict resolution, stress management, supervision, dealing with difficult behavior and performance appraisals.

Leon has served a three - year term on the Federal Judicial Center's Leadership Development Faculty and has been in the teaching and training areas his entire professional career. He worked for OSHA for five years training the financial and program personnel in federal regulations involving the monitoring of grants, contracts and cooperative agreements.

He has been involved with the community in the social services area. Leon has served on the Board of Directors of the Mental Heath Association.

He has also served as Chair of the Abused Persons Board, the Emergency Medical Services (EMS) Board, and has been a member of the Crises Center Board.

Leon received his Bachelor of Arts degree from Roanoke College and his Masters degree from the University of Maryland College Park.
